“Chinese Civil Society Coalition on Climate Change” has been formed in2007 and the members include Greenpeace, Green Earth Volunteers, PublicEnvironment Research Center, and other non-governmental organizations.They pursue to discuss issues on Climate Change and reach a consensuson action strategy. In the same year, they released the Draft of 2009Chinese Civil Society on Climate Change and appealed the attention ofdeveloped countries and developing countries on Low Carbon SustainableDevelopment. On November 17th, 2009, the Chinese Civil Society released2009 Chinese Civil Society on Climate Change again, which collectingopinions from public and non-government organizations and representstheir ideas on climate change.
2009 Chinese Civil Society on Climate Change contains two parts.The first part is about the international negotiations. It says thatDeveloped countries and developing countries should jointly explore thepath of low-carbon and sustainable development; adjust their energystructure and improve energy efficiency. Developed countries must takeresponsibility to cut greenhouse gas emissions and take the lead indeep reductions in emissions. The second part is about Domestic policyrecommendations. As the biggest carbon dioxide emitter among thedeveloping countries, China should take the lead among developingcountries in combating climate change. The Chinese government shouldadopt energy efficiency and emissions reduction measures, commit tomajor efforts to develop renewable sources of energy, create alow-carbon economy and follow a path of sustainable development. Theyalso should encourage the public and NGOs to participate inpolicy-making processes and to monitor implementing processes.
