Climate Change, China and the EU. Different Policies, Same End?

This paper compares the climate change policies of China and the EU. While China came relatively late to the conclusion that climate change was a serious challenge, it now sees it as a matter of national security. It has adopted very proactive measures in the area of clean energy and will continue to do so for the sake of social stability and economic profit. China is likely to continue to focus on its domestic priorities and will only accept international agreements that allow it to pursue domestic priorities.
