The key objective of the EU’s policy towards China is to support the continued reform and transition processes and to engage China further in the international community and to integrate it further into the world economy, in line with the conclusions of the Commission’s Communications of 1998 and 2001 and the resulting Council Conclusions. The co-operation strategy outlined in the present paper aims to support the implementation of these wide EU policy objectives. Taking into consideration the activities of other donors, the EU’s own comparative advantages and possible added value in this area, the challenges facing China and the EU’s own priorities, the paper concludes that the EC`s co-operation programme should focus on three areas: sustainability in China’s economic and social reform process, sustainable development and assisting China to pursue a better balance between environmental protection, social development and economic growth, and good governance initiatives.
