The term 'Digital Silk Road' or 'Digital Silk Road Cooperation', chin. 数字丝路 or 数字丝绸之路合作, has been part of the official deliverable lists since the First BRI Forum in 2017. What first appeared in bilateral BRI memoranda of understanding became streamlined into the general BRI cooperation framework. However, what does the term actually mean and what does it entail for civil society organsations in BRI host countries?

The meeting of the Advisory Council of the Belt and Road Forum in 2021 identified 'digital' as a separate cooperation field to promote infrastructure connectivity. However, there is evidence to support the idea that a degree of "Digital BRI" accompanies most BRI projects and a crucial question will be the ownership of BRI digital infrastructures.

Will the 'Digital BRI' provide connectivity as a public good or a government resource to control? Does the term 'Digital BRI' imply new opportunities from the bottom-up for local communities? During this 60 minute open discussion event the China Programme of Stifung Asienhaus invites Chinese and Indonesian civil society organisations to talk about their understanding of 'Digital BRI'.
